I’m a Chartered Management Accountant and Director at MCC Economics & Finance, with nearly 20 years’ experience working across the energy, water, telecoms, aviation and infrastructure sectors.

I specialise in regulatory finance, economic analysis and financial modelling, with a particular focus on cost of capital (WACC), price control frameworks and financeability. I’ve worked with governments, regulators and private sector clients, including Ofgem, the Abu Dhabi Department of Energy and TAQA.

My work typically involves supporting complex regulatory processes from consultation analysis and policy development through to financial modelling, regulatory submissions and decision-making. I’ve also been closely involved in major regulatory programmes such as RIIO-2 and related CMA appeals.

I combine technical analysis with a practical, commercial perspective, helping clients navigate regulatory challenges and make well evidenced decisions.

I’m particularly interested in projects involving regulatory strategy, cost of capital, financial modelling and economic analysis within the utilities and infrastructure sectors.

Abu Dhabi Department of Energy
Regulation of district cooling services
January 2020 - Today (6 years and 5 months)
MCC recently assisted the Abu Dhabi Department of Energy with their regulation of district cooling, with a focus on the economic clauses listed in Decision 44. This involved analysis and review of financial and levelised cost models submitted with applications by district cooling service providers, such as PAL Cooling Services, Al Wajeez, and S&T District Cooling Company. Licencing reviews of district cooling providers was also carried out, including reviews of debt portfolios and debt clauses for Tabreed and PAL Cooling Services.
